Anthony Mills is a senior fellow and director of the Center for Technology, Science, and Energy at the American Enterprise Institute.<\/p>\n<p>He was formerly the associate editor of <em>The New Atlantis<\/em> and the executive editor of <a href=\"http:\/\/www.bigquestionsonline.com\" target=\"_blank\" rel=\"noopener\">Big Questions Online<\/a>.
